Safety in numbers

I had a get together at my house around new years eve, and one of the guests brought some safer sex goodies with her. It had mostly pamphlets and buttons, and safety packs, I suppose. I was cleaning up last night, and found a small card that detailed the contents of one of those "party packs". I couldn't find the actual thing, but here's what the card said it contained, a rubber, a lube, and a straw.

A straw?

This is what the explanation said, "a straw to safely snort drugs, and prevent yourself from Hepatitis C".

Really?

If you're snorting drugs, is your immediate concern that you might contract Hep C if you don't use a straw? No advice on why PnP (Party n Play) is dangerous, and long term effects of drugs in general?

I know I must be a medieval caveman, but that sounds irresponsible.
