They say, but not out loud

In the linguistic parameters of the blogoverse, is there a more annoying expression than the phrase, "they say"? Who is they?

I was reading an article about Bangladesh Tourism, and came across a lazy paragraph beginning with, "they say...". And I had a violent reaction.

I didn't kill anyone, but, for a split second, I wondered if Jack the Ripper had triggers like these that led to his actions.
