The term is used disparagingly to indicate that the opinion is changed out of political expediency.
Now I personally think that science has done its share of flip flopping. Just ask Galileo Galilei.
When I was visiting the US, there was a ban on tomatoes, because of suspected salmonella outbreak. I saw this hilarious sign on a subway shop in DC saying, "Due to concern for your health, we are not serving tomatoes."
Now recently FDA has issued a notice that Tomatoes are safe to eat, but there's something else contributing to the outbreak.
Reminds me of this joke, where the safest thing to consume without worries of pesticide or poison or contamination is alcohol.
