The clock starts at sunrise and ends in sunset. So 12pm international would be 6pm Ethiopian (also Kenyan). It's all good unless you are sitting at Nairobi airport sipping excellent Kenyan coffee thinking your flight is delayed when they announce that they are about to leave.
